The Failure of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are fought: positive announcements are issued from various governments. Considerable effort is allocated on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capability enabled by up-to-date information. From vantage locations, defense planes that had been deployed to intercept incoming cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by Western nations. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly transforms into sober acceptance: possibly the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.

Persistent Threats

Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that regional partners are demonstrably unable to replace in the short term.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, endure.

Tactical Assessments

It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unrealistic to compel Moscow to relinquish the land that it presently holds in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, Washington does nothing to discourage Russia, through words or deeds, from assuming that the situation will not change more in its favour in the months ahead.

Divergent Views

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a entire defensive failure until circumstances change in its benefit.

Current Realities

Factually, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
